Baru-baru ini DPR memutuskan menolak revisi UU No.13/2003 tentang Ketenagakerjaan, dan tidak akan memasukkan UU No.13/2003 sebagai bagian dari Program Legislasi Nasional (Prolegnas) tahun 2011. Di sisi lain, Menakertrans sudah menugaskan LIPI untuk melakukan studi ke arah perbaikan UU tersebut, yang baru akan selesai pada tahun 2014.Dalam kondisi semacam ini, bagaimana kalau RS harus mem-PHK karyawan?

  • Bagaimana kiat-kiatnya agar risiko dan biaya yang dikeluarkan minimum?
  • Apa saja peraturan perundang-undangan terbaru yang menyangkut PHK?
  • Bagaimana kalau kita harus mem-PHK karyawan kontrak (PKWT) karena kinerjanya yang buruk?
  • Bagaimana kalau karyawan mengundurkan diri kurang dari satu bulan sebelumnya?
  • Bagaimana melakukan PHK sehingga tidak harus sampai ke PHI?

Upah Minimum Provinsi (UMP) dan Upah Minimum Kabupaten/Kota (UMKK) dari sebagian besar Provinsi dan Kabupaten/Kota seluruh Indonesia untuk tahun 2011 sudah diumumkan oleh Gubernur setempat. Semua mengalami kenaikan, bahkan UMP DKI naik 15,38%!
Meskipun penyesuaian gaji karyawan sudah merupakan rutinitas bagi para Direktur/Manajer SDM Rumah Sakit setiap akhir tahun, masih saja ada yang mengalami kesulitan dalam menyesuaikan gaji seluruh karyawannya untuk tahun 2011.
Persoalannya adalah:

  • Bagaimana kita menyesuaikan gaji seluruh karyawan sehingga sesuai dengan anggaran yang tersedia?
  • Bagaimana kalau anggaran yang tersedia untuk penyesuaian gaji sangat terbatas?
  • Apabila karyawan yang paling rendah gajinya naik cukup tinggi, bagaimana mengatur kenaikan gaji karyawan yang lebih tinggi gajinya sehingga sesuai dengan anggaran perusahaan?
  • Bagaimana kalau pada saat yang sama perusahaan harus memberikan kenaikan gaji juga sebagai penghargaan atas kinerja karyawan selama tahun 2010?
